What is PayPal?
PayPal, an eBay company, is a global leader of online payment solutions, with approximately 70 million active accounts worldwide and a total payment volume of US$60 billion (2.8T PHP) in 2008 - amounting to 9% of global ecommerce and 15% of US ecommerce.
How does PayPal work?
PayPal is an all-in-one secure payment solution that enables individuals or businesses with email addresses to send and receive money online. PayPal lets sellers offer their buyers multiple ways to pay, including via major credit cards, debit cards, bank transfers, and more.
How do I use PayPal to accept payments?
Don't have website yet? All you need is an email address, and you can start accepting payments from buyers. 
- You can use Outlook or QuickBooks to send the buyer an email that has a PayPal payment button or link. 
- When the buyer receives the email, they can click on the payment button or link in the email to login to PayPal and make the payment. They buyer can choose to login to their PayPal account to make the payment or they can just directly use their credit card.
- The payment information is first confirmed.
- The payment is made when they click the Pay button.

I still don't have a PayPal account, so how do I sign up for PayPal?
Step 1: Click on the Register Now button, and choose your language and country of residence. Then choose your PayPal account type. 
Step 2: Enter your information and accept the user agreement.
Step 3: Login to the email account you signed up with and click on the Click Here to Activate Your Account link in the email.

What are PayPal's fees?
PayPal is affordable for businesses of all sizes. There are no set-up fees or monthly fees. You pay when you receive money in your PayPal account. The fee for each transaction is 2.4% to 3.4% plus HK$2.35 (the minimum charge for small transactions.) For details, see the chart below.

Which type of account should I register for?
There are three types of PayPal accounts: Personal Account, Premier Account, and Business Account. Choose the account that best suits your needs.
Explanations of the different account types

Personal Account
- Suitable for buyers, used for small transactions for personal use 
- Completely free
- Not suitable for accepting credit card payments


Premier Account (recommended)
- Suitable for sellers, used for accepting transaction payment for personal goods
- Credit card payments can be accepted
- The account most widely used by sellers making international transactions. Strongly recommended!


Business Account
- Suitable for merchants, convenient for account management
- Includes all the functions of the Premier Account
- Supports multiple user permissions setup function, convenient for account management and maintenance
When registering, can I fill in my name and address in Chinese?  
PayPal now accepts registration in Chinese.
When registering, it is recommended that new users use English (or Pinyin) to enter information in order to prevent character conflict leading to garbled code or causing other unnecessary problems or loss. 
When registering, will the surname and the given name being in reverse order cause any banking problems in the future?   
When registering your name, please make sure that the surname (last name) and given name (first name) are the same as on your international credit card and the bank account information you add to your PayPal account 
If there is an error in my name after registering, how do I fix it? 
PayPal cannot change your PayPal account name to another person's name.
Users must open their own PayPal accounts. Due to security concerns, names can only be changed when the actual name or legal name is changed. We cannot change the account ownership by changing your name to someone else's name. All name change applications must be submitted using a secure web form.
1. Login to your account: Click https://www.paypal.com/hk.
2. Click Contact Us at the bottom of any PayPal page.
3. Click Contact Customer Service.
4. Click Profile in the Select Topic box, and select Name Change in the Select Sub-topic box. 
5. Enter your question in the Type your question here box.
6. Click Next.
7. Choose the type of name change you wish to perform.
8. Click Next, and complete the procedure according to the online instructions.
What do I do if I never received the account activation email? 
- First try confirming the email address, using the steps shown below:
1. Login to PayPal, and go to the My Account page.
2. Click the Confirm Email link in Account Overview (in the memo list).
3. Then click on the Apply for new confirmation number link, and PayPal will send an email to your default email account. 
4. Go to your own e-mail inbox to open the confirmation email sent by PayPal, and copy the 20-digit code provided in the email.
5. Return to the PayPal Confirm Email page, and paste the code in the empty box provided.
6. Click on Confirm. The email confirmation is reported as complete. 
- If you still have not received the activation email, please try adding a new email address to your PayPal account.
You can add up to 8 email addresses through your Profile. To add and confirm other email addresses, please follow these steps:
1. Login to your account: Click
https://www.paypal.com/hk.
2. Click the Profile tab.
3. Select the Email link in the Account Information column. 
4. Click Add.
5. Add a new email address.
6. Click Save.
PayPal will automatically send an email to the email address you just added. Click on the Click Here link in the email, and then enter your PayPal password.
If you have entered the correct password, then this email address will be confirmed. 
You can also confirm your email address by logging in to your PayPal account at
https://www.paypal.com/hk. Click on the Confirm Email link in the Activate Account box, and then enter the 20-digit confirmation code provided in the email. 
Why do I have to verify with a credit card? How do I verify?

Please go to the PayPal webpage to login, and then click Unverified on the Account Overview page. Please follow the steps shown below for verification.
Members from all countries except for the USA, Germany, Canada, the UK, and Australia must register a credit card and complete the authorization verification procedure. The credit card verified with PayPal must be a MasterCard/VISA/American Express international credit card or dual currency card that can support online payment. Not all international cards qualify. For details, contact the bank's customer service left. 
After you add credit card information to your PayPal account, your verification number will be shown on your credit card statement. It generally takes 2 to 3 business days for the verification number to be shown, according to the efficiency of the issuing bank and the online credit card statement. If you cannot view your statement online, you can still find your 4-digit credit card verification number on the monthly statement you receive by postal mail.
Why hasn't the US$1.95 used for verification been refunded to my credit card?  
When credit card verification is applied for, PayPal will verify the credit card account by charging US$1.95 to the credit card. The US$1.95 will be automatically refunded to your PayPal account within 24 hours after the first account verification is completed. According to the agreements signed between PayPal and MasterCard/VISA and the relevant regulations, the balance in the PayPal account cannot be transferred to the related credit card account. 
Can PayPal accept other currencies, such as GBP and EUR? 
Yes, it can receive foreign currency. Administration of PayPal accounts is separated into different currencies. PayPal supports receipt of 18 different currencies. It will indicate whether you have received EUR or GBP. When you view your account, you can balances for both USD and GBP. The pre-condition is that when you login to the PayPal account, you have to indicate that you accept foreign currency (such as USD.)
In addition, there is a currency converter on the PayPal page that you can use to make foreign exchanges on your own. 
Can I change the registered email address?
Up to 8 email addresses can be added to one PayPal account, and payment acceptance can be completed through these 8 confirmed addresses with detailed transaction records. Sellers can select one of the addresses as their primary email, and this email will receive all notification mails sent by PayPal. 
If you want to add an email address, you can click Add or edit email in the Profile menu or click Email under Account Information and then click Add on the next page. Then add your email address. Changing the primary email address is also done in this menu.
How do I withdraw the money in my PayPal account?  
PayPal now has two withdrawal methods for you to choose from according to your needs and preferences: 
1. Withdraw funds to local Hong Kong bank account 
a) 5 to 7 business days.
b) Minimum withdrawal of HKD80. 
c) Service charge of HKD3.5 for amounts under HKD1,000, and no service charge for amounts over HKD1,000.
d) There is a HKD20 refund charge for failed withdrawals, and the user assumes the refund fees and exchange loss.
2. Withdraw funds to a US bank account
a) Minimum withdrawal of US$10.
b) No service charge.
c) 3 to 4 business days.
d) User assumes exchange loss.
For detailed steps, see below:
1. Log in to your PayPal account.
2. Click the "Withdraw funds" sub-tab of the "My accounts" page
3. Select the method and enter the amount. 
For bank withdrawal, make sure you've added your bank account to your PayPal account. 

Please note before you can withdrawal, you'll need to add a bank account to your PayPal account:

1. Log in to your PayPal account
2. Go to your 'Profile'
3. Click 'Add or edit bank account' from the drop down menu. 
4. Fill in your bank account details - exactly as they appear on your bank statement 
5. Then confirm the information you've provided is correct
6. Click 'add bank account'

Important: Make sure the name on your PayPal account matches the name on your bank account or the funds will be returned. 
Is there a limit on withdrawals?
The withdrawal limit for unverified PayPal accounts is US$500/month, with a cumulative maximum of US$3,000. There is no withdrawal limit on verified accounts. 
What happens when there's a chargeback?
Chargeback is a risk associated with accepting credit cards. Credit card companies institute this recourse system in order to build buyer confidence. If you get a chargeback, PayPal helps you by investigating every complaint filed and frequently disputes the claim with the buyer's credit card company on your behalf. This saves you time and hassle, and leverages the expertise PayPal has in this area.

Note: The outcome of the chargeback depends on the buyer's credit card company and may take up to 100 days. PayPal does not decide the outcome of a chargeback. 
What is the procedure for a seller to process a refund? 
1. Log in to your PayPal Account Overview page.
2. On this page, click on the Resolution tab. 
3. On the Resolution Center page, select Open Disputes from the pull-down menu and go to the disputed transaction. 
4. Click the Resolve button.
5. Read the details of the complaint, and click the Resolve Chargeback Now button. 
This page offers four options for resolving the refund claim: 
1. Provide valid "package shipping" tracking information received for a refund claim.
2. Provide valid refund evidence (refunds through PayPal or other methods are acceptable) for a refund claim.
3. Provide other evidence (other than tracking information).
4. Accept the responsibility for the refund. 
After making the choice, click Next, and follow the instructions provided.
After providing the necessary information, PayPal's refund experts will immediately give this information to the card issuer for a determination. After the matter is resolved, you will be notified by the Resolution Center via email.
Does PayPal charge a fee for chargeback?
To cover the cost of processing chargeback, PayPal does assess a fee. The chargeback settlement fee will be assessed in the currency of the payment. For example, if the currency of the payment was USD, the fee for the chargeback is $10 USD. For details, see our user agreement.

What do I do when my account is restricted? 
First of all, you will receive a notification email at your primary email address. In addition, the next time you log in to your account you will see a pop-up page
titled We Require Additional Information About Your Account.
This page will provide you with detailed instructions on how to recover your account status. 
You will see a red warning box on the PayPal website. For detailed instructions, click on the "Click to Resolve" link on this page.
Under what circumstances will my account be restricted?
- When there is a large cash flow in a short amount of time. For example, if a new account receives US$1,000 on the first day it is registered, it will probably be frozen. 
- When there is a withdrawal immediately after receiving funds.
- When the entire balance of the PayPal account is withdrawn at once. This will create the possibility of an unsecure situation. This is because if the buyer makes a claim, then there is no balance in the account to give the buyer a refund. Generally, for accounts frozen in this type of situation, a proof of stock of goods purchased by the buyer must be provided one month in advance. 
- Claims made by multiple users in a short period of time can lead to account restriction. 
To learn the reason why a restriction was put on an account, you can first check your registered email address inbox to read the email sent by PayPal notifying you that the account was frozen. It will tell you what needs to be done. You can also directly contact PayPal customer service.
Are there items I'm prohibited from selling using PayPal?
Yes. Please check the  Acceptable Use Policy on PayPal's site.
What protection does PayPal offer sellers?
PayPal offers users many ways to help safeguard privacy, prevent fraud, and protect transactions - preventing the likelihood of a dispute, claim or chargeback. 

PayPal uses industry leading, state-of-the-art technology to prevent fraud. They also use proprietary risk models to help predict fraudulent activity. In addition, PayPal has over 4,000 fraud agents working 24/7 to help keep your transactions safe. To protect privacy and prevent fraud, PayPal has a verification system and never shares sensitive financial information between buyers and sellers. Additionally, PayPal investigates every complaint filed against a merchant and frequently disputes the complaint with the buyer's credit card company on the merchant's behalf.

What happens if a buyer uses a fraudulent cc?
PayPal uses advanced technology to try to prevent fraud. The proprietary risk models help predict fraudulent activity. PayPal will notify you of fraudulent activities as soon as they are detected and those funds will be held until an investigation is completed. If the transaction is deemed fraudulent, the funds will be reversed back to the buyer. 

If you believe a transaction to be fraudulent, you can notify PayPal customer support. Go to
